CT Raffles Official Rules & Fund Administration

CT Raffles conducts fully permitted, state-approved raffles designed to help Connecticut
nonprofits, schools, and community organizations raise funds responsibly.
All raffles are operated under the supervision of a licensed fiduciary organization in
accordance with the laws of the State of Connecticut (Chapter 98, §7-172 et seq.).

Eligibility

  • Participation is open to Connecticut residents aged 18 or older at the time of ticket purchase.
  • Tickets may only be purchased within the State of Connecticut.
  • Employees, contractors, fiduciaries, and agents directly involved in raffle administration are not eligible to win prizes.
  • By purchasing a ticket, participants agree to these Official Rules.

Tickets & Entry

  • Each ticket represents one (1) entry into the raffle drawing.
  • Tickets may be sold online or in person by approved authorized agents only.
  • Ticket sales close at the publicly announced deadline or when sold out.
  • All sales are final. No refunds will be issued except as required by law.
  • Each ticket holder must provide a valid name, phone number, and email at purchase.

Drawing & Prizes

  • Drawings are conducted publicly under fiduciary supervision.
  • The drawing date, time, and location are announced in advance on CTRaffles.com and official social media.
  • Winners need not be present to win.
  • Winners are notified via phone and email within 7 days of the drawing.
  • Prizes must be accepted as awarded and are non-transferable.
  • CTRaffles and the fiduciary reserve the right to substitute a prize of equal or greater value if circumstances require.

Taxes & Legal Compliance

  • All raffle prizes are subject to federal and Connecticut state tax laws.
  • Any taxes, fees, or registration costs related to prize ownership are the responsibility of the winner.
  • CTRaffles complies with all requirements for recordkeeping and public reporting.

Fiduciary Oversight

All raffle proceeds are deposited directly into the fiduciary organization’s trust account, as required by Connecticut law.

The fiduciary:

  • Verifies and documents all income and expenses,
  • Reviews and approves payments for prizes, insurance, advertising, and operational costs, and
  • Authorizes all post-raffle community distributions. CTRaffles does not directly receive or disburse ticket proceeds.

Fund Flow & Community Grants

After the raffle officially closes:

  1. Ticket Revenue → Collected and held by the fiduciary.
  2. Approved Expenses → Paid from funds (prizes, permit fees, compliance costs, etc.).
  3. Community Grants → Remaining net proceeds are awarded to authorized participating
    organizations.
  4. Grant Distribution → Issued within 30 days of the official close date.

Authorized participating organizations may receive grants based on verified participation,
outreach impact, and alignment with CTRaffles’ mission.

Every dollar raised passes through fiduciary review before being granted to
community programs — ensuring complete legal compliance and transparency.

Reporting & Transparency

Within 60 days of the drawing, CTRaffles will publish a Post-Raffle Impact Summary showing:

  • Total tickets sold
  • Gross revenue
  • Net proceeds granted to community organizations
  • List of winning ticket numbers

Governing Law

All CTRaffles promotions are conducted under Connecticut General Statutes, Title 7, Chapter 98 (Bazaar and Raffle Laws).
Any disputes will be resolved under Connecticut law in a court of competent jurisdiction.

How Funds Are Granted

CTRaffles partners with licensed fiduciary organizations to oversee all raffle funds in accordance with Connecticut state law.
All ticket proceeds are deposited directly into the fiduciary’s account, where they are securely held until the close of the raffle campaign.
After the raffle concludes and all operational expenses have been reviewed and approved by the fiduciary — including prizes, advertising, and compliance costs — the fiduciary allocates the remaining net proceeds as community grants.
Participating nonprofits and organizations may receive grant funding based on their verified participation, outreach impact, and compliance with the program’s partnership terms.
Each grant is issued directly by the fiduciary organization within 30 days of the raffle’s official close date.
CTRaffles itself does not disburse funds; its role is to manage operations, transparency, and reporting to ensure every dollar raised follows the approved legal and ethical process.

In Summary
Funds flow from the community → to the fiduciary → to approved grants for participating organizations — under full compliance and transparency.
